I bought a used car from dealer but later found significant modifications were made inside the car. The problem? There was no engineer's certificate for those modification, so the car got knocked back at the pits. I'm confused! How could it have Vic rego or pass a RWC without that certificate? Now I'm dealing with a bunch of red tape to get it sorted out
